Football Club Tippecanoe Organization By-Laws

 

Article I: Definition of Terms

A. In this document, the soccer organization known as “Football Club Tippecanoe” may be referred to as “FC TIPPECANOE”.

B. In this document, the Executive Committee of the FC Tippecanoe may be referred to as the EC.

C. In this document, the Team Manager, Coach, Assistant Coach and Trainer may all be referred to as coach.

 

Article II: FC TIPPECANOE Playing Season

A. The FC TIPPECANOE Fall and Spring outdoor playing seasons will coincide with those established by the United States Youth Soccer Association (USYSA) and the Miami Valley Youth Soccer Association (MVYSA) sanctioned programs in which we play.

B. Other team activities using the FC TIPPECANOE name may be permitted with Executive Committee (EC) approval.

 

Article III: Team Coaches’ Duties and Responsibilities

A. All prospective FC TIPPECANOE head coaches and trainers must submit an application to the FC TIPPECANOE President.  Selection and Approval of head coaches and trainers will be done by the EC with recommendations by the Board of the Tipp City Youth Soccer (TCYS) Association.

B. All FC TIPPECANOE coaches must uphold the FC TIPPECANOE Constitution.

C. FC TIPPECANOE coaches must ensure team players and their parent(s) or guardian(s) are informed of and support FC TIPPECANOE sponsored activities.

D. FC TIPPECANOE coaches are not authorized to disband, merge, consolidate, or combine their team or teams without EC approval.

E. FC TIPPECANOE coaches must be positive role models for the FC TIPPECANOE, which includes their players and their parent(s) or guardian(s), and their associated fans.

F. FC TIPPECANOE coaches must ensure the positive behavior of their players and their parent(s) or guardian(s), and their associated fans.

G. The FC TIPPECANOE team coach of record is a member of the EC and is expected to attend all EC meetings or be duly represented by an assistant coach or designated alternate.

H. The FC TIPPECANOE team coach of record is responsible for the complete and accurate registration of all players on his/her team

I. The FC TIPPECANOE team coach of record is responsible for all FC TIPPECANOE uniforms, apparel, and accessories assigned to his/her team, and their return in accordance with the FC Tippecanoe Uniform Policy and any other policies associated with FC TIPPECANOE-owned property.

J. The FC TIPPECANOE team coach of record shall obtain (or demonstrate progress in obtaining) official coaching licenses appropriate to the age level of their teams as determined by the EC and in compliance with the USYSA sanctioned programs in which they participate.

K. The FC TIPPECANOE team coach shall demonstrate willingness to improve his/her quality of coaching through continuing education (i.e. workshops, seminars, lectures, etc.)

L. FC TIPPECANOE coaches may be subject to disciplinary action, up to and including dismissal, for non-compliance with their duties and responsibilities. Appropriate disciplinary action will be determined by the EC in conjunction with recommendations made by the EC Director(s) responsible for ensuring FC TIPPECANOE coach compliance. The EC is the sole authority for coach dismissal. The EC may dismiss a coach by a two-thirds vote of the EC.   A special meeting may be called by the EC to vote on the removal.  If there are an insufficient number of Committee members attend the meeting to vote, a virtual vote via email may be conducted by President of the EC.  In the event that a coach of record is dismissed by the EC during the course of the USYSA soccer year, the EC will document the dismissal, recommend a replacement coach to the TCYS and officially notify the USYSA sanctioned program in which that team participates.

 

Article IV: Player Registration

A. Players shall be registered during the current year by the coach of record following the guidelines of the USYSA and MVYSA sanctioned program in which they participate. Checks made payable to the FC TIPPECANOE should be used to provide positive proof that player registration fees have been paid.   League registration and the current fees must be paid in order for a player to be properly registered.  Registration fees for the current season shall be established by the EC.

B. Registration fees to be paid to the FC Tippecanoe Treasurer shall include all fees owed to MVYSA, which includes team and player card fees, and Tipp City field maintenance.  The Treasurer shall collect from each team and pay MVYSA with one check.

C. Registration fees are valid for the current season only.

D. FC TIPPECANOE fees are not refundable.

 

Article V: Player Assignment and Release

A. FC TIPPECANOE coach for a specified age group will select players in accordance with the Tryout By-Laws addendum.

B. FC Tipp, through a formal tryout, shall assess the level of development and place each of the players on a team commensurate to their skills and age.  The coach for that player’s age group must make the initial contact of a prospective player.  While parents wishes to move a player up to a older age group may be heard, it is ultimately the coaches decision based on the players physical and mental skills.

 

Article VI: Executive Committee (EC) Member Responsibilities

A. EC members, as defined in Article V of the FC TIPPECANOE Constitution, shall have voting privileges at all EC meetings and have a maximum of one vote per person in all motions being considered by the EC.

B. Each FC TIPPECANOE team shall be represented at all meetings by the coach of record or a designee representing a majority of the team. This designee assumes the voting privileges of the coach of record.

 

Article VII: Executive Committee (EC) Member Expulsion

A. Any member of the EC may have his/her membership revoked for a serious violation of the FC TIPPECANOE Constitution or by-laws, or for conduct prejudicial to the best interest of the FC TIPPECANOE. Two-thirds vote of the EC to revoke EC membership.   A special meeting may be called by the EC to vote on the removal.  If there are an insufficient number of Committee members attend the meeting to vote, a virtual vote via email may be conducted by President of the EC.

 

Article VIII: Duties of the EC Elected Officers

A. President

a. Shall be Chairperson of the Executive Committee.

b. Shall appoint such committee as necessary to conduct FC TIPPECANOE business.

c. Shall, with the assistance of the EC members, function as the commissioner for the FC TIPPECANOE.


d. Shall be empowered to take prudent and reasonable action in cases not covered in this document. Though such authority is implicit in the office, all actions of the president are subject to EC approval.

B. Vice President

a. Shall serve as President in the absence of the President.

b. Shall serve as Uniform Coordinator for newly established teams and those teams requiring new “kits”.

a) Shall work with any FC TIPPECANOE team to furnish FC TIPPECANOE authorized uniforms and other apparel and/or accessories.

b) Shall report to the EC any circumstances in which FC TIPPECANOE teams fail to return FC TIPPECANOE-owned uniforms, apparel, or accessories; or otherwise fail to comply with the FC Tippecanoe Soccer Club Uniform Policy and any other policies associated with FC TIPPECANOE-owned property.

C. Secretary

a. Shall record minutes of all EC meetings.

b. Shall establish an agenda for all EC meetings.

c. Shall maintain a file of all EC meeting minutes.

d. Shall ensure dissemination of all FC TIPPECANOE communications.

e. Shall maintain an official roster of all carded players.

D. Treasurer

a. Shall be the Chairperson of the Finance Committee

b. Shall present financial statements to the EC.

c. Shall provide a written financial report at the end of the fiscal year.

d. Shall coordinate the collection of fees and/or payments for the FC TIPPECANOE sponsored activities for each team.

            - Coaches shall collect all player fees and pay the specified amount to the Treasurer.

            - This specified amount includes MVYSA team registration and player card fees and Tipp City field maintenance fees.

e. Shall ensure appropriate fee payment for registration of FC TIPPECANOE teams in the MVYSA sanctioned Spring and Fall outdoor programs in which they participate.

f. Shall maintain all records of FC TIPPECANOE financial obligations, accounts payable, and accounts receivable associated with the business of the FC TIPPECANOE.

g. Shall maintain virtual team accounts for FC TIPPECANOE teams to support the transfer of funds into and out of the FC TIPPECANOE in support of team activities.

E. Director of Coaches

a. Shall be responsible for the quality of coaching in the FC TIPPECANOE defined as a coaches demonstrated ability to provide soccer skill and/or tactical training as appropriate for the age and development level of the players on his/her team, and the teaching of responsibility, sportsmanship and fair play.

b. Shall identify education and training opportunities for FC TIPPECANOE coaches, communicate these opportunities to FC TIPPECANOE coaches, and encourage and coordinate the participation of FC TIPPECANOE coaches in these programs.

c. Shall design and coordinate internal education and training programs for FC TIPPECANOE coaches and teams.

d. Shall maintain participation records of FC TIPPECANOE coaches of record to ensure their compliance with FC TIPPECANOE coach duties and responsibilities (as stated in Article III, paragraphs J and K of the FC TIPPECANOE by-laws).

e. Shall counsel, in conjunction with the associated Boys/Girls Director, FC TIPPECANOE coaches who may not be maintaining compliance with FC TIPPECANOE coach duties and responsibilities.


f. Shall coordinate the availability and assignment of additional skill and tactical trainers to supplement team training as requested by FC TIPPECANOE coaches.

g. Shall assist the Boys/Girls Directors and FC TIPPECANOE coaches in the identification and engagement of individuals with appropriate credentials for the purposes of becoming coaches and trainers in the FC TIPPECANOE.

h. Shall maintain awareness of Cautions and Ejections served to FC TIPPECANOE coaches by referees of sanctioned USYSA events, and other evidence of behavior or situations indicating non-compliance with FC TIPPECANOE coach duties and responsibilities concerning FC TIPPECANOE coach quality (as stated in Article III, paragraphs D, E, F, and G of the FC TIPPECANOE by-laws).

i. Shall counsel, in conjunction with the Director of Coaches, FC TIPPECANOE coaches who may not be maintaining compliance with FC TIPPECANOE coach duties and responsibilities concerning coaching quality.

j. Shall recommend to the EC corrective or disciplinary measures to be taken with FC TIPPECANOE coaches who are determined to be not in compliance with FC TIPPECANOE and MVYSA coach duties and responsibilities concerning coaching quality and conduct.

k. Shall assist FC TIPPECANOE coaches, as necessary, to ensure their understanding of the activities, rules, regulations, and processes of the MVYSA/USYSA sanctioned programs in which they participate to ensure successful involvement of their teams. 

F. Try-outs Director

a. Shall be responsible for establishing new boys and girls teams at the youngest age levels appropriate for play in the USYSA sanctioned programs in which they participate.

b. Shall assist FC TIPPECANOE members with player recruitment as necessary in accordance with MVYSA rules to ensure the continuity of active FC TIPPECANOE teams and to attempt to fill known vacancies is specific age groups.

c. Shall communicate to their FC TIPPECANOE coaches, as necessary, to ensure their understanding of FC TIPPECANOE activities, rules, regulations, and processes to ensure successful player selection.

d. Shall organize and advertise the pre-tryout and tryout activities that best determine player quality of play and can best rate soccer core competencies.

e. Shall be assisted by current and newly assigned coaches to make the tryout experience a positive reflection on FC Tippecanoe.

 

G. Field Coordinator

a. Shall work with MVYSA Directors for scheduling and availability of fields

b. Shall assist the SAY field coordinator for purchasing, storage, and maintenance of equipment and supplies.

c. Shall be responsible for field operations and maintenance.

d. Shall ensure fields are maintained in playable condition, direct repair of any dangerous conditions (e.g., holes, rocks, poorly maintained goals),

 

Article IX:  FC TIPPECANOE Uniform Policy

 

  1. FC TIPPECANOE Team uniforms and bags (kits) are the responsibility of each individual team and are owned by that individual team.
  2. FC TIPPECANOE players are required to return the entire kit, which includes: team bag, uniforms and shorts, to the Head Coach upon voluntarily leaving a team or being cut from that team.
  3. FC TIPPECANOE uniform kits are to only use the FC TIPPECANOE colors: Red, Black and White; and use the club approved FC TIPPECANOE logo.

 

 

Article X: Amending the By-Laws

Changes to the by-laws may only be made with a 2/3 vote of the Executive Committee. Any club member may make recommendations for change. The President of the FC TIPPECANOE may create a committee to review and recommend changes to the by-laws.
